Toon specialises in constitutional and administrative law, particularly with regard to the distribution of powers within the Federal State and fundamental rights and freedoms, including related litigation.
He joined Eubelius in 2015. Before that, he was a law clerk in the Constitutional Court of South Africa in Johannesburg.
Toon obtained a law degree at the Ghent University (2008), an LL.M. at the University of Brussels (ULB – 2010) and Harvard (2012), and a doctorate in law at Hasselt University, Maastricht University and Ghent University (2014).
From 2010 until 2014, he was a researcher at the Research Foundation – Flanders. In 2017, he was appointed as a professor of constitutional law at Ghent University.
Toon regularly contributes to academic publications on these subjects.
